kindly go to the BIOS and disable the automatic power on option this will prevent the system rebooting when shutdown or power off.
F2 -> power -> Automatic Power On -> Wake on LAN -> Automatic
this should be changed to
F2 -> power -> Automatic Power On -> Wake on LAN ->Disabled
